Data Architecture Strategy – California Office of Chief Information Officer

Auriga Corporation is, provided project management and coordination services to Office of the State Chief Information Officer (OCIO) for designing a State Wide Data Strategy Report.

In this role, Auriga’s responsibilities include the following:

  • Review existing statewide data sharing environment, identify risks, how it operates and how it succeeds or fails to deliver accurate consistent data
  • Define a statewide data sharing strategy and functional design for an accurate single consistent source of data
  • Define standard for Relational Databases (RDBMS)
  • Define standard framework for Service Oriented Architecture (SOA)
  • Produce a roadmap to implement final strategy
  • Produce organization change considerations to address the business change management needed to implement the plan
  • Ensuring compliance with all applicable OCIO policies and procedures and industry standards.
  • Participation in weekly Project Status Meetings as an advisor
  • Work closely with the OCIO Project Manager and discuss all findings and recommendations
  • Ensure completeness and accuracy of all appropriate project plans, issue identification and risk assessment.
  • Conduct initial and monthly risk management activities throughout the life of the project and present the findings and recommendations.
  • Conduct an initial and monthly project assessment throughout the life of the project and present the findings and recommendations.

 

Application Development for PEDS Project and Network Administrator Support – First 5 California

First 5 California currently owns and operates the Proposition 10 Evaluation and Data System (PEDS). The production system is housed at the Department of Technology Services. A demo system is maintained at First 5 California headquarters. The system was created and maintained for a number of years via contract with the original developer. In February 2007 that contract ended and since that time the system had not had sufficient programming resources dedicated to it to make enhancements or address identified errors. PEDS system is a two-tier web application that runs on SQL 2005 and Internet Information Services v.6, (IIS 6) and was developed using Microsoft .Net Framework 1.1.4, Visual basic .Net, SP.NET, Javascript, ADO.NET, and Microsoft SQL Server 2000.

Auriga made the requested modifications to the PEDS application. The first step was to create a development environment that protects production servers and their data from changes in source code that have not been thoroughly tested. Auriga utilized the existing demo system as a testing environment. The test environment is used for testing each fix before transitioning the tested code to the production system. This web development approach ensures that changes are functioning as intended before being deployed into production.

Once the new code has been developed and tested in the development server, Auriga will then move the code to the demo system for testing by staff from First 5 California. Auriga will describe the types of testing to be done, and will provide a method for capturing test results. Once the software has passed the internal quality assurance and control procedures and is certified as a stable and mature solution, Auriga will install the new code on the client’s designated server in the production system, and ensure proper functioning before transitioning maintenance over to the current support staff.

 

Emerging Threats to Food Production, Data Management Sysytem Enhancements – California Department of Food & Agriculture (CDFA)

Auriga Corporation is, provided Independent Verification and Validation and Independent Project Oversight Services to California Department of Food and Agriculture for designing a Web based application system for tracking animal diseases throughout the state of California. The total project is a five year project with a budget of 5 million dollars.

In this IPO role, Auriga’s responsibilities include, but are not limited to the following:

  • Ensuring compliance with all applicable CDFA and DoF policies and procedures and industry standards.
  • Participation in monthly Project Steering Committee meetings as an advisor.
  • Work closely with the CDFA Project Manager and discuss all findings and recommendations with the CDFA Program Manager.
  • Provide Project Oversight in accordance with the California Department of Finance (DOF) Oversight Framework and industry standards for Project Management.
  • Ensure completeness and accuracy of all appropriate project plans, issue identification and risk assessment.
  • Provide independent verification and validation during project gap analysis and design, configuration, and implementation/rollout to ensure completeness and accuracy of all deliverables, requirements, identification of technical issues, and assessment of technical risks.
  • Management of the IPO/IV&V function to ensure that all tasks, responsibilities, and deliverables are completed.
  • Conduct initial and monthly risk management activities throughout the life of the project and present the findings and recommendations.
  • Conduct an initial and monthly assessment throughout the life of the project and present the findings and recommendations.
  • Assess compliance with the business requirements of the Animal Health and Food Safety Services (AHFSS) staff and other stakeholders.
  • Establish a continuous process improvement workgroup, prepare a charter, and prepare draft procedures for following up on known deferred requests for process improvement in the development of data management system enhancements.
